Jim made four changes from the side that lost to Hereford on Saturday. Liam Dickinson was out with a virus, whilst Conrad Logan was cup-tied. Adam Nowland pulled out with a groin injury and Michael Bowler dropped to the bench.
Chris Adamson started in goal, with Jason Taylor at right back. Matty McNeil partnered Anthony Elding up front with Gaz Owen returning to the fold. Paul Turnbull came in for Nowland.
The first chance of the game fell to Clarke when had a left foot shot saved from just a few yards out. Marc Charles-Smith, the club record signing, had a close header just a minute later as Staines piled the pressure on County.
Staines found themselves ahead on the 9th minute when Adrian Toppin headed home from 10 yards out, following Matty McNeils attempted clearance that fell kindly for him.
After this shock County tried to get back into the game, McNeil went close with a diving header from a neat Elding cross.
Staines were not resting on their laurels, though, and on the 24th minute Lewis Cook's bursting run and shot went narrowly over the bar.
At the other end Taylor's shot from the edge of the area was back-heeled by McNeil and Allaway had to be at his best to deny The Hatters. Moment's later Turnbull had an effort that just glanced over.
Cook had another good effort, in this entertaining half, when his shot from the edge of the area went just wide. This was followed seconds later by Risbridger, whose shot had Adamson at sixes and sevens and nearly resulted in a painful second.
As the seconds ticked away Tansey's free-kick was a little too tame to trouble Allaway. There were still goals in this one; but County had to up the tempo in the second half to get anything from the game.
Second Half
County went in desperate search of an equaliser and on the 58th minute Anthony Pilkington found Elding in space but the striker's final pass let him down. Staines started to look tired as Taylor burst into the box, turning an exhausted Clarke inside out. The final shot was blocked by Allaway.
County started to pepper the Staines goal, as the home side's tiredness began to show.
County were finally on level terms on the 77th minute when Griffin crossed into the box, it was headed on by Elding for McNeil who smashed the ball home from just a few yards out.
Just a few minutes later McNeil headed down for Elding whose shot went across goal and wide.
Moments later an Elding's header, from a Griffin cross, went just over the bar.
At the other end Risbridger had a blatant penalty turned down when he was up-ended by Taylor in the box. The referee waved away the protests however.
Extra Time
Anthony Elding had a headed effort on goal minutes into extra time, as County tried to avoid a penalty shoot out. This was soon followed by a Raynes header from a Tansey cross that went just over.
McNeil ther produced a wonderful headed effort from a great Proudlock cross on the 100th minute, but Staines were holding out.
As the game edged into the last eight minutes Anthony Pilkington had a wonderful curling effort go just over the bar but the game ended in a penalty shoot-out
Penalties
County took the lead when Tansey converted his first penalty. Adamson then made a fine save from Mark Nwokeji.
Allaway then made a brilliant diving save to deny Pilkington and Cook took full adfvantage to make it 1-1.
Poole was next to be denied by Allaway before Toppin beat Adamson to give Staines the lead.
Proudlock made no mistake to level but Victor Asmombang kept his nerve to restore the Swans advantage.
Tommy Rowe struck a perfect penalty, but Staines still had one more kick. Dave Sargent was the man given the responsibility to set upo a second-round tie against Peterborough United and the Estate Agent gave Adamson no chance.
