Jim Gannon made three changes from the side that were beaten at Barnet on Saturday.
Conrad Logan was given his first start since being red-carded against Bury in February as the County boss took the opportunity to rest John Ruddy who has been suffering from a sportsman hernia that may need an operation in the close season.
Jason Taylor and Anthony Pilkington were also recalled in place of Michael Rose and Stephen Gleeson who both dropped to the bench.
The first 45 minutes turned into a nightmare for the Hatters with first Liam Dickinson and Jason Taylor limping out of the action.
Then, just before half time, Ryan Lowe dived into Laurence Wilson whilst the Chester defender was on the ground. The referee, to the fury of the home fans, produced a yellow card but, within seconds, Gannon made his third change, bringing off the on-loan striker for Stephen Gleeson.
The home side, needing just a point to ensure survival, had most of the possession in a really low key affair without testing Logan.
They should have taken the lead on 43 minutes, though, when the dangerous John Murphy climbed above Gareth Owen at the far post to head Wilson's cross back towards Mark Hughes. Fortunately the midfielder planted a free header over the bar.
Whatever Gannon said during the interval certainly did the trick as the Hatters were a different side in the second 45 minutes.
Twice in the opening exchanges Pilkington cleverly played Proudlock in and each time John n Danby made fine save.
Two free kicks from Gleeson then created further opportunities. Owen headed the first one wide with Dicker nodding the second over the bar.
Proudlock then went down under Paul Linwood's challenge. The assistant initially flagged for a penalty and then changed his mind.
Nine minutes from time County thought they had won it when Gleeson nodded Turnbull's cross to Pilkington. His firm header was on target but Danby produced a marvellous save.
And in the final couple of minutes the Chester man-of-the-match saved from Dicker and Rowe as County continued to press for a winner.
