Jim Gannon was forced to make a change from the side that won at Accrington after Adam Proudlock injured his ankle at Manor Farm on Friday morning.
Anthony Pilkington, a substitute at the Fraser Eagle Stadium, got the nod as his replacement.
It was an exciting end to end game with both sides creating a number of good chances. County's best came when Anthony Pilkington launched a blistering 18 yard shot, that Wayne Brown did well to save.Earlier Liam Dickinson had drilled a right-footed shot, which had also been saved by Brown.
Hereford started to see more of the ball after this, but never really seemed to trouble John Ruddy at the other end. Their best came when Gaz Owen mis-timed a ball that allowed Theo Robinson a perfect opportunity to score. Luckily for County his shot went wide.
County were being punished by a good Hereford side whenever they lost the ball, and were lucky to escape a couple of efforts from Hereford. That said, The Hatters created the best of the chances, with Pilkington going close twice. Dicker and Taylor, meanwhile looked instrumental in the middle of the park.
Hereford had a wonderful chance to get their noses in front when former County man Stephen Gleeson delivered a free-kick into the box, the ball fell kindly to Ben Smith whose shot went well wide. In truth he should have done a lot better.
At the other end the impressive Gary Dicker delivered a wonderful ball to Tommy Rowe, who turned and shot, resulting in a corner. Moments later Rowe had another chance straight from an Owen clearance, but his effort was caught by Brown.
Jason Taylor pulled off an heroic block to deny Sherjill Macdonald, when it had looked as if it was 1-0. Moments later Ashley Williams cleared a cross by Macdonald to deny Hooper as County stood firm.
At the other end Dicker pulled off a wonderful through ball for Tommy Rowe, but the ball was blocked. Liam Dickinson went close with the resulting corner. Shortly before the half time whistle both Jason Taylor and Liam Dickinson went agonisingly close as County struggled to find the breakthrough.
Second Half
County started brightly creating a number of good chances. However the impressive John McCombe twice denied the away side with blocks to deny Dickinson and then Pilkington as County pushed for an opening goal.
Liam Dickinson had another opportunity moments later but this time Australian Trent McClenahan made the decisive block. Moments later he won a penalty for The Hatters when he was pulled back by McCombe, and he converted superbly to send the magnificent away support into delirium.
County started to turn the screw after the goal and Dicker went close following a good free-kick from Rose. The County fans, in full voice now could taste a second goal.
Hereford started to pile on some pressure on the County goal in the final twenty minutes, winning a number of corner balls. County had Gaz Owen to thank for a wonderful block to deny Hereford in the dying minutes, following a horrible slice by Adam Griffin. Moments later Hooper skied his volley from a few yards out.
Michael Rose pulled off a wonderful clearnace to prevent Ben Smith from pulling the trigger at the other end. McCombe went close seconds later following a free kick as the Shropshire side tried to get an equaliser. Seconds later Simon Johnson wasted a good opportunity and then John Ruddy had to pull off a good save to deny Theo Robinson as County hung on.
At the other end Leon McSweeney went close, as he tried to finish off the game. In the end the one goal was enough as County equalled the club record of seven consecutive away wins, a record that had stood for half a century.
