Tes Bramble got the nod over Adam Proudlock up front other as the Hatters looked to extend their winning sequence to five games
Tony Dinning made a welcome return to the bench whilst Hereford included former County man Simon Travis.
County almost took the lead in the second minute when Gareth Owen knocked down Michael Roses' cross to Tes Bramble. The recalled striker hit the target from 8 yards but Wayne Brown made fine save.
Three minutes later Steve Guinan hooked a volley over Wayne Hennessey's crossbar.
Ashley Williams almost gifted the Bulls a goal on 10 minutes. Fortunately Hennessey go to the weal=k backpass just before Alan Connell to clear the danger.
Attacking the vociferous Blue & White Army Anthony Elding and David Poole created a chance for Adam Griffin but the former Oldham man was of target.
Hereford were next to threaten when Steve Jennings 25-yard drive brought a diving save out of Hennessey.
Hennessey then comfortably saved Guinean's dipping volley.
Just after the half hour the Hatters took the lead with Bramble's 6th goal of the season. Elding knocked down Rob Clare's high ball to the former Southend man who side-footed the ball past Brown.
Five minutes later the travelling fans erupted again. Jason Taylor volleyed a cross into the box to Elding who flashed a powerful header past Brown.
Two minutes before the break the Bulls could have pulled a goal back but for a heroic block from Williams.
The half finished with a flurry. First Bramble headed Rose's corner just over the bar.
Hennessey then saved well from Connell's close range effort.

Adam Proudlock came off the bench at half time to replace Bramble and was soon in the thick of the action when he sped past Phil Gulliver down the right. He fired the ball across goal but Brown was equal to it, diving out to make a fine save.
The Hatters had a let-off on 55 minutes when Travis's volley from outside the box was deflected past Hennessey by Connell. The Bulls striker was clearly offside and the linesman had spotted it.
Five minutes later Connell saw his 25-yard free kick deflect of the County wall for a corner, which came to nothing.
The Hatters were looking comfortable at the back and more than capable of extending their lead on the break.
And another quick counter attack on 66 minutes almost brought a goal for Poole. Proudlock played a clever ball inside the fullback to the winger who saw his shot deflected wide.
Five minutes from time Rob Purdie's free kick found Trent McClenahan who glanced a header wide when well places.
With the minutes ticking away, though, County had another couple of opportunities to make it 3-0.
A flowing move involving Gleeson and Anthony Pilkington set up Elding but Brown pulled off a good save. Amazingly Andy Duson pointed for a goal kick.
Then Griffin had a similar chance to his goal at Peterborough back in January. This time his low, angled-drive went just wide of Brown's far post.
By this time the Blue & White Army's victory anthems were ringing around the old stadium but there was still time for one very, very special moment.
'One Stephen Gleeson, There's Only One Stephen Gleeson, began to echo out of the packed away end.
And, on the final whistle the young Irishman went straight over to the magnificent travelling fans to show his appreciation.
The 18-year-old was moved to tears by the ovation, which he later admitted, would remain with him for the rest of his life.
